About this opportunity
The Department of Veterans Affairs Veterans Benefits Administration (VBA) is seeking beneficiary locator and outreach services to identify and contact beneficiaries of deceased veterans entitled to government life insurance proceeds. The VA Insurance Service and Operations Center (INS) administers eleven government life insurance programs providing $1.5 trillion in total coverage to 5.5 million veterans, service members, and their families. Core contract requirements include conducting electronic address searches to locate primary, contingent, and alternate beneficiaries; verifying death determinations using multiple sources; providing claims outreach through approved letter templates; and submitting monthly progress reports. Success criteria mandate locating and providing outreach to 90 percent of Tier 1 and Tier 2 cases within six months to two years of veteran death and 70 percent of Tier 3 cases for alternate beneficiary research on older cases, with no charges for unsuccessful cases. The offer due date is May 6, 2026 at 3:00 PM EDT, and this RFI posted on April 28, 2026 seeks vendor information on capabilities, methodologies, technologies, and pricing models to inform the formal solicitation process.
This is an unrestricted acquisition with no set-aside designation and an estimated contract value of $25 million, structured as a firm-fixed-price award with a six-month base period followed by four optional twelve-month renewal periods. No incumbent contractor has been identified in the materials provided. The contractor must maintain a dedicated PO Box for returned mail, perform encrypted file transfers meeting FIPS 140-2 standards, coordinate outreach templates with the VA's Contracting Officer's Representative, and comply with VA Handbook 6500, FISMA, Privacy Act requirements, and contractor personnel background investigation standards at the Low risk/NACI level. Payment will be made monthly or upon case completion via electronic submission through the VA's designated invoicing system. The place of performance requires custom software development and outsourced operations to be located in the United States to the maximum extent practical, with VA information systems designed, developed, hosted, operated, or maintained at non-VA facilities requiring full compliance with HIPAA, Privacy Act, FISMA, NIST, and VA directives.
