The contract includes one 6-month base performance period with a minimum of 1,000 cases, followed by four optional 12-month periods, and success criteria require 90% location and outreach completion for primary and contingent beneficiary tiers and 70% successful claim application submission for alternate beneficiary research. All services must comply with comprehensive security, privacy, and records management requirements outlined in VA Handbook 6500.6, including FIPS 140-2 encryption standards and mandatory cybersecurity awareness training for contractor personnel.
