About this opportunity
The Department of Veterans Affairs (VA), through its Program Contracting Activity Central (PCAC) on behalf of Workforce Management and Consulting (WMC), has published a Special Notice of Intent to Sole Source a web-based Applicant Tracking System (ATS) subscription service to KAMEDDATA.COM, Inc. The procurement is for user access and data storage to an existing ATS platform designed to support the Veterans Health Administration's (VHA) National Recruitment Service (NRS) operations. The contract period of performance is twelve months, and the VA justifies the sole source procurement under FAR 6.103-1(b), citing the inability to replicate or transfer the existing database containing over 90,000 current applicant records to any other platform while maintaining workflow continuity. The incumbent contractor, KAMEDDATA.COM, Inc., is located in Pensacola, Florida, and provides the only feasible source for this specialized service. The contracting office is based in Independence, Ohio, and the product service code is R612 with a NAICS code of 541519.
The primary objective of this procurement is to maintain continuity in VHA-wide recruitment operations by retaining the current ATS platform for lead sharing, standardized capture of recruitment activities, and reporting functions across all VHA-designated recruitment, management, and support staff. The deadline for responses is February 9, 2026, at 10:00 a.m. Eastern Time, addressed to Contracting Officer Kristy Svendsen and Contract Specialist Jessica Rogers. Although this is not a competitive solicitation, any responsible source that believes it can satisfy the requirements may submit a capability statement, proposal, or quotation for consideration; however, no solicitation document is available and telephone requests will not be accepted. The system must support 200 initial users with expansion capacity, provide helpdesk support from 8:00 a.m. to 7:30 p.m. EST with a 95% phone answer rate, maintain Section 508 accessibility compliance, and include comprehensive security requirements including FIPS 140-2 encryption and Low/NACI level background investigations for contractor personnel. The SBA Small Business Size Standard for this procurement is $34 million.
