About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 seeks court reporting and transcription services for VISN 16–wide VA facilities, with quotations due September 10 and questions due September 1. The procurement is set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and will result in a firm-fixed-price indefinite-delivery contract.
Place of performance is the Michael E. DeBakey VA Medical Center, 2002 Holcombe Blvd, Houston, Texas 77030, with services required across all VISN 16 facilities in Texas, Louisiana, Arkansas, and Mississippi. The contract runs five years (October 1, 2026 through September 30, 2031).
The scope includes three CLINs: standard transcription services (CLIN 0001, 800 pages annually with 10 business day turnaround), urgent transcription services (CLIN 0002, 400 pages annually with 48-hour turnaround), and court reporter attendance on-site or virtual (CLIN 0003, 500 hours annually). Contractors must maintain minimum 98 percent transcript accuracy and hold active state-specific court reporter certifications for Texas (CSR), Louisiana (CCR or CDR), Arkansas (BOCCRE or RPR), and Mississippi (CCR). All court reporters must have individual, valid state-specific licensing; staffing plans do not substitute.
Contractors must provide encrypted file-transfer solutions (FIPS 140-2 validated encryption and TLS per NIST 800-52) and videoconferencing platforms. Billing is per-page for transcription and per-hour for court reporter attendance (fully burdened, with no separate charges for travel, wait time, or appearance fees). Offerors must propose separate firm-fixed-unit prices for each fiscal year and CLIN, with escalation permitted through annual pricing.
Contractors are required to be actively registered in SAM and certified in the SBA Dynamic Small Business Search as SDVOSB at submission and award; failure to verify certification will result in ineligibility. The incumbent contract is 36C25622D0006. Evaluation uses Lowest Price Technically Acceptable methodology with award to the lowest-priced, technically acceptable, verified SDVOSB offeror.
