About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 9, through its Regional Procurement Office Central Supplies and Services Division, is conducting market research to identify qualified vendors capable of providing enterprise-wide Wiley journal subscription access across the Veterans Health Administration, with responses due July 3, 2026 at 1:00 PM Eastern Time.

This is a Sources Sought notice only and does not constitute a formal solicitation or obligation to award. The VA is gathering information to determine potential set-aside eligibility and vendor capability; responses will not be treated as proposals and will not incur award. Vendors must provide complete information as requested, as incomplete responses may prevent the VA from identifying capable sources and could affect set-aside determination under the rule of two.

The subscription includes the 2026 Medicine and Nursing Collection, Suicide & Life Threatening Behaviors, Clinical Pharmacology and Therapeutics, Clinical Advances in Periodontics, Journal of Periodontology, Journal of Parenteral and Enteral Nutrition, Nutrition in Clinical Practice, Hastings Center Report, PM&R, and over 600 additional core Wiley titles. Performance is nationwide across all VA facilities with IP address-based simultaneous unrestricted user access, no username or password requirements, and immediate web-based full-text PDF access compatible with standard browsers and Windows environments. The contract specifies 12-month base performance plus four optional one-year periods. Requirements include Section 508 accessibility compliance, two-business-day user support response times, minimal system downtime, usage statistics reporting, and email article-sharing functionality.

The NAICS code is 519290 (Other Information Services) with a 1,000-employee size standard. Respondents must certify small business status and provide Wiley reseller authorization documentation. Responses should be directed to Erich T. Hoffman at the VA Regional Procurement Office, Cleveland, Ohio 44131.
