About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VHA) is conducting market research to identify qualified vendors capable of providing enterprise-wide access to Ovid Technologies' Briggs's Telephone Triage Protocols for Nurses, 7th Edition eBook across all VHA healthcare facilities. This Sources Sought Notice and Request for Information (SS/RFI) is issued by the VA Technology Acquisition Center and is intended for information and planning purposes only, not as a binding solicitation. Key requirements include web-based platform accessibility through VA Gateway IP addresses for both onsite and remote access via VPN and Citrix Access Gateway, support for unlimited simultaneous users, Section 508 compliance, downloadable PDF capability, copy-and-paste functionality into VA electronic medical records, and 24/7 hosting with technical support offering two business-day response times. Interested parties must demonstrate their capability to meet these requirements and provide proof of authorization as an Ovid Technologies reseller, along with compliance documentation regarding limitation on subcontracting requirements. Responses are due by April 17, 2026, at 1:00 PM Eastern Time and should be submitted to Erich T. Hoffman at Erich.Hoffman@va.gov; the assigned solicitation number is 36C77626Q0174.
No set-aside designation has been applied to this procurement at this time, though the VA will evaluate responses to determine if a set-aside under a small business program is appropriate. The NAICS code assigned is 519290 (Other Professional, Scientific, and Technical Services Not Elsewhere Classified) with a small business size standard of 1,000 employees, making small businesses with federal procurement experience eligible to compete. This is a one-time purchase requirement offering perpetual access to the eBook with no specific award value or budget range disclosed in the presolicitation notice. The VA anticipates that responses to this market research will inform whether the rule of two criteria is met and help determine the appropriate procurement strategy moving forward. No incumbent contractor is identified, and the procurement seeks to establish enterprise-level usage statistics reporting capabilities with accessibility across standard web browsers and mobile platforms.
