About this opportunity

The Veterans Health Administration (VHA), operating under the Department of Veterans Affairs Technology Acquisition Center Austin, is conducting market research to identify qualified vendors capable of providing an enterprise-wide digital subscription to the Journal of Medical Insight (JOMI), a surgical video journal that delivers high-quality surgical procedural video content for clinical staff across the VA's surgical departments. The procurement seeks a peer-reviewed surgical video streaming library containing hundreds of full-length teaching videos across multiple surgical specialties, including general surgery, orthopedics, oral and maxillofacial surgery, and otolaryngology, with each procedure video including surgeon narration, written articles, abstracts, case overviews, discussions, references, procedural outlines, animations, transcripts, and standard metadata. Key requirements include support for Single Sign-On (SSO) authentication to serve approximately 152 VA Medical Centers (VAMCs) and Community-Based Outpatient Clinics (CBOCs), integration with link resolver resources such as Serials Solutions and Liblynx IPs, provision of comprehensive usage statistics, Section 508 accessibility compliance, mobile device compatibility (Apple and Android), minimal system downtime, and provision of onsite and remote training. This is a sources sought notice for information and planning purposes only; responses will not be evaluated for award consideration but will assist the VA in determining potential small business set-asides and assessing vendor capability. The response deadline is April 14, 2026 at 10:00 AM Eastern Time, with submissions directed to Contract Specialist Andrew Allen at Andrew.Allen6@va.gov.

This procurement carries no set-aside designation at the pre-solicitation stage, though the VA will use vendor responses to determine if a small business set-aside is appropriate under NAICS Code 519290 (Web Search Portals and All Other Information Services with a 1,000-employee size standard). No incumbent contractor or current award value has been identified in the pre-solicitation materials. The contract requirement is classified under Product Service Code R605 (Support–Administrative: Library) and will encompass a base year plus four option years of service delivery. Interested vendors must be authorized resellers of JOMI or offer equivalent surgical video journal services, demonstrate compliance with Limitation on Subcontracting requirements, and provide entity information, UEI numbers, and points of contact with their responses. The contractor will bear full responsibility for site content and system support, including maintaining the digital platform independently from the VA computer network without requiring software installation on end-user devices.
