About this opportunity
The Veterans Health Administration (VHA), operating under the Department of Veterans Affairs Technology Acquisition Center, is seeking a contractor to provide a 5-Minute Consult Subscription service, a commercial, off-the-shelf web-based platform for use throughout the VHA healthcare system. Key requirements include that the contractor must be an authorized reseller of the 5-Minute Consult Subscription with current documentation (no more than two years old), provide unlimited simultaneous user access via a web-based interface with 508 compliance accessibility, support remote VHA users through VPN and wireless connectivity, authenticate users via Serials Solutions and LibLynx, maintain minimal system downtime, and furnish comprehensive clinical content covering diseases, conditions, drugs, lab tests, procedures, patient exercises, algorithms, and patient education materials. The contract structure will be firm-fixed-price with a single award, a 12-month base period, and four optional 12-month renewal periods. Responses to this Sources Sought/Request for Information are due by May 15, 2026, at 10:00 AM Eastern Time and should be submitted to Contract Specialist Andrew Allen at Andrew.Allen6@va.gov; this is a pre-solicitation notice only and does not constitute a binding obligation. No specific evaluation criteria are detailed in the notice, as this stage is intended for information gathering to inform the government's planning and determination of potential small business set-aside eligibility.
This pre-solicitation notice does not employ a set-aside designation, though the government intends to determine whether a specific small business set-aside may be appropriate based on responses received, with potential categories including Small Business, HUBZone, 8(a), Service-Disabled Veteran-Owned Small Business, Women-Owned, or Large Business eligibility. No incumbent contractor or current service provider is identified in the notice. The anticipated contract value or budget range is not disclosed in the pre-solicitation announcement. Contractors must provide company information including entity name and address, point of contact details, UEI number, and certification of eligibility for applicable small business programs to assist the government in determining whether the rule of two criteria can be met for establishing a set-aside category. The NAICS code assigned to this procurement is 519290 (Web Search Portals and All Other Information Services), and the Product Service Code is R605 (Support—Administrative: Library), which governs the small business size standard for qualification purposes.
