About this opportunity
The Department of the Interior Fish and Wildlife Service is seeking to establish a Blanket Purchase Agreement (BPA) for comprehensive heavy equipment repair and maintenance services in Region 6, covering Montana, Wyoming, North Dakota, South Dakota, Kansas, Nebraska, Colorado, and Utah. The solicitation encompasses a wide range of services including repairs, diagnostics, fluid and filtration services, electronics, coolant systems, hydrostatic systems, steering and brake components, engine and powertrain maintenance, paint and body work, glass replacement, and undercarriage repairs for heavy equipment, pumps, generators, and boats. Vendors must submit a signed Form 1449 with their CAGE code, provide a statement confirming their ability to perform equipment repairs with certified mechanics, and submit hourly labor rates for in-shop repairs, diagnostics, travel, and on-site services. The evaluation will be conducted using a two-part process assessing technical acceptability based on the vendor's ability to perform the work and price reasonableness. The current response deadline is October 16, 2025, following multiple amendments that have extended the original due date.
This solicitation does not include any set-aside designation, making it unrestricted competition, though 20% of BPA awards are reserved for small businesses. The contract establishes a total ceiling of $12 million over a 10-year performance period from October 6, 2025, to October 5, 2035, with individual BPA calls limited to $7.5 million. The government intends to award multiple BPAs to responsible offerors with fair and reasonable pricing, allowing authorized purchasers including Fish and Wildlife Service Contracting Officers and government purchase card holders to make purchases under $2,500. The small business size standard for this opportunity is set at $12.5 million. Services will be performed across the eight-state Region 6 territory, with vendors required to specify the geographic areas where they can perform work as part of their technical submission.
