This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/).
The RFQ number is N0018922QG116.

The NAICS code is 611430 and the Small Business Standard is $13.0 Million.
The requirement is 100 percent Small Business Set Aside.
The Navy Submarine Medical Research Lab (NSMRL) stationed at Naval Submarine Base NLON, Groton, CT 06349 is in search of an administrative contract to make payments to Research Volunteers in accordance with RFQ N0018921QG116.

Base: 09/21/2022 - 09/20/2023
Option year 1: 09/21/2023 - 09/20/2024
Option year 2: 09/21/2024 - 09/20/2025
Option year 3: 09/21/2025 - 09/20/2026
Option year 4: 09/21/2026 - 09/20/2027

Questions must be obtained 08/30/2022 in accordance with the incorporated SOW.
Responsibility and Inspection: Unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.

Award will be made to the lowest priced qualified offer.
System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms.
Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
All responsible sources may submit a quotation which will be considered by the Government. By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.
Failure to do so may represent grounds for refusing to accept the quotation.
The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the vendors at any time prior to award.
By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from the solicitation, expect for awards to foreign vendors for work to be performed outside the United Sates.
Lack of registration in the SAM database will make a vendor ineligible for award.
