About this opportunity
The Department of Veterans Affairs (VA) has issued a Request for Information (RFI) seeking industry input on implementing the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act. The RFI is focused on gathering comprehensive information to support the development of a potential future contract, with the VA's Office of Integrated Veteran Care (IVC) seeking contractor support for researching and drafting implementation strategies. Key contract objectives include developing detailed reports on various Act sections, creating implementation plans for veteran care eligibility determination, designing a communications strategy, and evaluating payment rate waivers. Responses to the RFI are due by January 15, 2025 at 3:00 PM Eastern Time, and must be submitted via email to Contracting Officer Terri Duenas and Contract Specialist Justin Sink. All submissions will be treated as confidential business materials and will become government property, with respondents understanding that this RFI does not guarantee a subsequent solicitation or contract award.
The procurement is categorized under NAICS code 541611 for Administrative Management and General Management Consulting Services, with a Product Service Code (PSC) of R499 for Professional Support Services. The potential contract is structured with a 12-month base period and one 12-month option period, with work to be performed primarily at contractor facilities and occasional meetings in Washington DC and Denver, CO. While no specific budget range is disclosed, the RFI outlines 11 key deliverables that will require significant research, stakeholder collaboration, and policy development efforts. The contract will require contractors to meet VA security requirements, including VA Handbook 6500 guidelines and Tier 1 background checks. There is no set-aside designation for this opportunity, indicating it will be open to all qualified contractors who can demonstrate the necessary capabilities to support the VA's implementation of the Dole Act legislation.
