About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 16, through its Network Contracting Office 16 in Houston, Texas, has issued a Special Notice of Intent to Sole Source for cancer accreditation services at the Michael E. DeBakey VA Medical Center. This notice indicates the VA's intention to award a single, firm-fixed price contract to the American College of Surgeons for cancer program accreditation services. The Special Notice is being published in accordance with Federal Acquisition Regulation requirements to disseminate information regarding the proposed contract action. Market research has determined that only one responsible source—the American College of Surgeons—is capable of providing the highly specialized cancer accreditation services required. The VA has determined that procuring from any other source would cause unacceptable delays and that no alternative service will satisfy the agency's requirements.

The primary objective of this procurement is to obtain a comprehensive cancer program accreditation survey from the American College of Surgeons Commission on Cancer, with a tentative performance period from January 1, 2026, through December 31, 2026, and an accreditation survey scheduled for April 2026. Interested parties wishing to respond must submit capability documentation by 4:00 p.m. Central Time on December 12, 2025, to Contracting Officer Jeneice Matthews, with responses submitted by email only and the subject line "RESPONSE TO INTENT TO SOLE SOURCE 36C25626Q0240." The accreditation survey will comprehensively evaluate the medical center's cancer program compliance with American College of Surgeons Commission on Cancer standards, assessing multidisciplinary cancer services, quality improvement processes, clinical research, and patient care components. The government will use the information submitted to determine whether to proceed with a sole source award or conduct a competitive procurement. There are no specific eligibility criteria mentioned, as the notice is intended to gather information to inform the procurement strategy.
