About this opportunity
The Department of Veterans Affairs Veterans Health Administration has issued a Special Notice announcing its intent to award a sole source contract to the American Medical Association for Current Procedural Terminology (CPT) codes subscription licenses for Fiscal Year 2026. The procurement, identified as solicitation 36C77625Q0278, falls under NAICS code 541690 with a small business size standard of $19 million and will be structured as a firm-fixed price contract. The VA Technology Acquisition Center Austin is managing this procurement under simplified acquisition procedures for commercial items. The notice emphasizes that CPT codes are a registered trademark product exclusively available through the American Medical Association. This procurement is being conducted without any set-aside designation and represents a mandatory requirement for the VA's healthcare operations.
The primary objective of this procurement is to secure an enterprise-wide license enabling VHA to use CPT codes for capturing and transmitting veteran patient service information across multiple critical systems, including the National Patient Care Database, Allocation Resource Center, Decision Support Systems, and various registries required for third-party payers and Congressional reporting. The CPT codes are mandated by HIPAA for all electronic healthcare transactions, making this license essential for VA operations. Interested contractors have until 10:00 AM Central Standard Time on September 4, 2025, to submit responses demonstrating their capability and providing clear and convincing evidence that competition would be advantageous to the government. However, the VA maintains sole discretion in determining whether to proceed with the planned sole source award to AMA. Any responding organization must be able to meet the specialized requirements for CPT code licensing and demonstrate they can provide equivalent services to those exclusively offered by the American Medical Association.
