About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VHA) has issued a Special Notice announcing its intent to make a sole source award for national clinical recruitment and placement services. The contract will be awarded to Arrow Arc LLC, a service-disabled veteran-owned small business (SDVOSB) located in Alexandria, Virginia. This procurement is authorized under 41 USC § 3304(a)(5) and 38 U.S. Code § 8127(c), which permit non-competitive awards to certified service-disabled veteran-owned small businesses. The work falls under NAICS code 561311 (Employment Placement Agencies) with a small business size standard of $34.0 million. This Special Notice represents the VA's formal notification to the public of its procurement intent prior to contract award.

The objective of this procurement is to address the critical shortage of healthcare providers by securing clinical recruitment and placement services to source pre-screened, highly qualified candidates for vacant clinical positions within the VHA. Eligible candidates for recruitment include physicians, nurse practitioners, registered nurses, and mental health specialists, among other clinical occupations. Any responsible source that believes it is capable of meeting the requirement may submit a capability statement to Kymberly.Morgan@va.gov and Lisa.Strawbridge@va.gov by October 24, 2025 at 1:00 PM ET. Interested parties must be registered in the System for Award Management (SAM) and must provide company information, contact details, and documentation demonstrating their capability to fulfill the recruitment service requirements. It is important to note that this is not a competitive solicitation; submission of a capability statement does not guarantee contract award, and the government will not be responsible for any costs incurred by interested parties in responding to this notice.
