About this opportunity
The Department of Veterans Affairs is soliciting proposals for an Employee Assistance Program (EAP) through solicitation 36C10D25Q0178 to provide confidential counseling services for approximately 479 employees and their immediate family members at the Jackson Regional Office in Mississippi. The contractor must provide comprehensive EAP services including face-to-face counseling (maximum 3 sessions per client), crisis intervention, assessment, short-term counseling, referral services, and 8 hours of on-site employee training per contract period. Key requirements include maintaining a 5% utilization rate, operating a 24-hour hotline, and employing qualified staff including a Program Director and counselors with master's degrees and clinical experience. Evaluation will be based on technical qualifications and past performance, with these non-price factors being equal in weight. The solicitation includes a Request for Information (RFI) process for clarification questions, with quotes due September 17, 2025, and contract performance beginning September 26, 2025.
This solicitation is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with no current incumbent contractor identified in the documentation. The contract structure includes a base period of 12 months with four additional 12-month option periods, creating a potential total contract duration of five years. No specific contract value or budget range is disclosed in the available documents, though the solicitation references applicable wage determinations for Mississippi counties including specific hourly rates for various service positions. The place of performance is the VBA Jackson Regional Office in Mississippi, where the contractor will serve the identified employee population. Additional requirements include on-site counseling for tragedies with group sessions limited to two hours per response and no annual limit on the number of such sessions.

Employee Assistance Program (EAP) at VBA Jackson Regional Office
Questions and Answers
September 10, 2025
On page 3 of the solicitation there is a highlighted section which indicates that RFI responses are due on 5 Sep 25. The SF1449 indicates this is an RFQ, due 17 Sep 25.Â
Is a RFI response requested or required, or is it possible that info was unintentionally left in the final draft of the solicitation?
The RFI due date on receiving RFIs is to allow sufficient time to post VBA s responses and still allow contractors to submit a quote by the due date.Â
No responses to RFIs are required unless you have questions regarding the solicitation and statement of work.Â
On page 8 there is a paragraph for On-site counseling for tragedies. Within the text of that paragraph, it states The contractor shall be required to plan, develop and conduct group counseling sessions not exceeding two (2) hours in length.
Is the two-hour limit for one on-site response, or is that the number of allowable hours per year (or per contract period of performance)?
On Site.
If that is per response, is there a limit of available hours per year (or per contract period of performance) for on-site counseling for tragedies?
No limit.
