About this opportunity

The Department of Veterans Affairs Veterans Health Administration, specifically the Consolidated Mail-Out Pharmacy (CMOP) Charleston facility, has published a Special Notice announcing their intent to award a sole source contract for Systems Manager support of the Automated Pharmacy Fulfillment System (APFS). The solicitation number is 36C77025Q0294 and falls under NAICS code 561320 for Temporary Help Services and PSC code R425 for Support-Professional: Engineering/Technical services. The contracting office is located in Leavenworth, Kansas, and the point of contact is Contracting Specialist Wade Cunningham. This notice serves as advance notification of the VA's intention to negotiate directly with Innovation Associates Inc. (dba iA) without competitive bidding. The proposed contract structure includes a base year plus one option year under a firm fixed price arrangement.

The sole source justification is based on the requirement that the Systems Manager must be an employee of Innovation Associates Inc. due to existing APFS contract and warranty obligations in place. The selected individual must possess specialized knowledge of proprietary Nexia/Symphony software suite, iA spare parts, subcontractor trouble ticket procedures, and iA customer experience protocols. The VA asserts that this position cannot be staffed by any other contractor due to the specific access requirements for iA systems, processes, and proprietary technologies. Interested parties have until September 5, 2025, at 14:00 Central Time to contact the contracting office to express their capability to support this requirement, though the notice explicitly states it is not a request for quotes. Any responses challenging the sole source approach must be submitted by the specified deadline to Wade Cunningham at wade.cunningham@va.gov.
