About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17 has issued a Special Notice of Intent to Award a Sole Source Procurement for Commission on Cancer (CoC) Accreditation services. The VA intends to award a firm-fixed price contract to the American College of Surgeons for a 12-month period from March 1, 2026, through February 28, 2027. The procurement covers accreditation services for three VA health care systems: VA North Texas Health Care System, South Texas Veterans Health Care System, and Amarillo VA Health Care System, all operating under the Veterans Affairs Cancer Program (VACP). The contracting office is located in San Antonio, Texas, with Contract Specialist Gillian M. Hooge serving as the primary point of contact. This sole source procurement is justified based on the determination that American College of Surgeons is the only vendor capable of providing this national accreditation service.
The objective of this procurement is to secure Commission on Cancer accreditation services for three VA health care systems as part of the Veterans Affairs Cancer Program. Interested parties may submit a capability statement, proposal, or quotation by February 23, 2026, at 10:00 AM Central Time to demonstrate whether a comparable source is available and more advantageous to the government. The Special Notice specifies that this procurement is not a request for proposals or quotations, and no contract award will be made solely based on responses received; however, all responsible sources are invited to participate to allow the agency to evaluate alternatives. If no affirmative written response is received within 7 days of publication, the contract will be issued to American College of Surgeons without further notice. The procurement is classified under PSC code R420 (Support-Professional: Certifications and Accreditations) and NAICS code 813920 (Professional Organizations), and is justified under 41 U.S.C. 3304(a)(1) and FAR 6.302-1 based on the sole source availability rationale.
