About this opportunity
The Department of Veterans Affairs Network Contracting Office 1 is conducting a Sources Sought notice to identify qualified vendors capable of providing a land title survey for the Providence VA Medical Center's Harwood Research Center located at 385 Niagara Street in Providence, Rhode Island. The procurement seeks surveying and mapping services under NAICS code 541370, requiring contractors to conduct a comprehensive boundary survey in accordance with 2021 ALTA/NSPS standards and Rhode Island Code of Regulations. Key requirements include creating detailed survey drawings with metes and bounds descriptions, documenting all boundaries, easements, rights-of-way, and utilities, and ensuring survey accuracy with error of closure not exceeding one foot per 10,000 feet of lineal traverse. Contractors must be licensed Rhode Island Professional Land Surveyors or Professional Civil Engineers with minimum $1,000,000 liability insurance coverage. Interested parties must submit capability statements by July 24, 2025, at 3:00 PM EST to Mauricio.Diaz@va.gov, with responses limited to four pages and including completion of the attached Sources Sought Worksheet.
This opportunity is designated as a Service-Disabled Veteran-Owned Small Business set-aside, focusing specifically on identifying qualified small businesses within this socio-economic category. The attached documentation indicates no current incumbent contractors are identified, as this represents an initial market research effort to inform the VA's acquisition strategy development. While no specific contract value is disclosed in this Sources Sought notice, the comprehensive technical requirements suggest a substantial professional services engagement requiring extensive surveying expertise and deliverables. The selected contractor will have 180 calendar days from notice to proceed to complete all survey work, including field measurements, monument placement, and delivery of final survey products in both CADD and high-resolution PDF formats. The project encompasses surveying the entire VA medical center property, requiring detailed documentation of exterior building dimensions, property boundaries, and all associated easements and utilities infrastructure.
