About this opportunity
The Army National Guard is soliciting quotes for commercial repair services to address tank damage on an R-11 Refueler Model 7400, specifically targeting automotive body, paint, and interior repair and maintenance capabilities under NAICS code 811121. The procurement requires specialized welding and pressure testing services to repair two 8-inch cracks in the fuel tank, cut and repair supporting baffle wall sections with dent removal, and conduct pressure testing to DOT 406 standards at 5.5 PSIG specifications. Work must be performed at the contractor's facility with government coordination for vehicle delivery and pickup, and all repairs and testing must be completed within 90 days after contract award. This full and open competition solicitation follows FAR Part 12 acquisition procedures and requires written quotes only, with no oral offers accepted. Critical deadlines include quote submission by August 28, 2025 at 8:00 AM Hawaii Standard Time to the contracting officer at jonathan.weber.14@us.af.mil, with the performance period estimated from September 30, 2025 to December 29, 2025.
Despite the government description indicating no set-aside designation, the actual solicitation document reveals this opportunity is set aside for Women-Owned Small Business (WOSB) enterprises, with a small business size standard of $9 million under the specified NAICS code. No incumbent contractors or current service providers are identified in the solicitation materials, and no specific contract value or budget range is disclosed in the available documentation. The single line item involves one R-11 Refueler vehicle with serial number AF10L00047, currently containing zero gallons of fuel inventory, requiring comprehensive tank repair services within the specified 90-day performance window. Work will be performed at the contractor's facility but administered by the 154th Logistics Readiness Squadron at Joint Base Pearl Harbor-Hickam, Hawaii, with the contracting officer located at Building 3415, 360 Mamala Bay Drive. The firm fixed price arrangement indicates contractors must provide complete cost proposals covering all repair, testing, transportation, and administrative requirements for this specialized fuel system maintenance project.
