About this opportunity

Pacific Air Forces is issuing a Request for Quotation (RFQ) for one remanufactured International DT466 diesel engine assembly to replace a failed engine in an R-11 Aircraft Refueler Truck, with proposals due September 25 at an unspecified time. This is a 100% small business set-aside with firm-fixed-price delivery required by December 29, 2026.

Place of performance is Elmendorf AFB, Alaska. The requirement is brand-name restricted to International DT466 under a sole-source justification; the engine chassis, mounts, electrical wiring, cooling system, and fuel-pumping drive systems were engineered specifically for this model, and alternative manufacturers' products cannot meet operational and integration needs without mission disruption and unacceptable retrofit costs. The engine must conform to salient characteristics: Model Year 2005, trimmed configuration, Renewed Part Number 2596573C92, Injector Configuration 642011C005, Engine Serial Number Range 2000000–2999999, HP Rating 245 (Standard) to 285 (High Torque). NAICS code is 333618 (Other Engine Equipment Manufacturing, Size Standard 1,500 Employees); PSC is 2815 (Diesel Engines and Components).

Evaluation is pass/fail technical acceptability against the salient characteristics specification, with award made to the lowest price technically acceptable vendor. Contractors must comply with NIST Special Publication 800-171 requirements and complete self-assessments in the Supplier Performance Risk System every three years. The broken core will be returned to the awarded contractor, eliminating core charges from pricing. Delivery is FOB Destination to Joint Base Elmendorf-Richardson.
