About this opportunity
The Bureau of Engraving and Printing (BEP), under the Department of the Treasury, has published a Notice of Intent to award a sole source contract to SICPA Securink Corp. for the development of overt security features for U.S. currency. This notice, posted on April 15, 2025, with a due date of July 9, 2025, announces BEP's intention to award a firm fixed price contract under Federal Acquisition Regulation authority for sole source procurement. The contract is specifically for follow-on research and development services related to security features for U.S. banknotes. This is explicitly not a request for competitive proposals or solicitations, but rather a required notification under FAR regulations. The BEP emphasizes that SICPA Securink Corp. is deemed the only responsible source capable of meeting the agency's requirements as the original intellectual property owner of the overt security features.
The purpose of this sole source contract is to continue the multi-phase technology development effort spanning Concept, Feasibility, Test & Optimization, and Technology Integration phases for currency security features. According to the attached justification document, this is a five-year Indefinite Delivery Indefinite Quantity contract valued at $59.5 million focused on developing unique optical effects and motion-based security features for the Catalyst family of banknotes. No competitive proposals are being sought, and the BEP will not provide solicitation packages or honor requests for RFPs. The agency maintains that only SICPA Securink Corp. possesses the proprietary intellectual property and technical capabilities required for this specialized work. However, BEP does conduct annual Requests for Information related to various R&D security features to potentially identify additional sources for future opportunities. Questions regarding this notice must be directed to Victoria.kennedy@bep.gov.
