About this opportunity

NASA's Johnson Space Center (JSC) has issued a Special Notice for a contract modification related to quick disconnects, specifically for stainless steel and titanium components. The notice pertains to an existing contract with Outpost Technologies, Inc., which was originally awarded in December 2023 on a sole source basis. The initial contract focused on design, fabrication, test, and delivery of quick disconnects, but the International Space Station Vehicle Office has determined a need for additional design and production of these components in alternate sizes and materials. NASA intends to negotiate a modification to the existing contract directly with Outpost Technologies, Inc., which is classified as a small business. The Special Notice allows for other organizations to submit their capabilities and qualifications for potential competitive consideration.

The primary purpose of this Special Notice is to evaluate potential competitive alternatives for the quick disconnects contract modification. Interested organizations must submit their capabilities and qualifications electronically via email to karen.j.dailey@nasa.gov and tyler.j.potts@nasa.gov by 5:00 P.M. Central Standard Time on May 23, 2025. The government will review submitted qualifications solely to determine whether to proceed with a competitive acquisition process, with the final decision remaining entirely at the government's discretion. Contractors should note that this opportunity is set aside for total small business participation and falls under the NAICS category of Research and Development in Physical, Engineering, and Life Sciences. The contract is categorized under PSC code AR12 for Space R&D Services and Space Flight Research Activities. Potential contractors should carefully review the NASA Clause 1852.215-84 regarding the Ombudsman and be prepared to submit any questions via email before the specified deadline.
