About this opportunity

The Department of the Air Force Research Laboratory Information Directorate at Rome Research Site is soliciting white papers for research in Quantum Information Sciences under BAA FA8750-23-S-7001, with white paper submissions due by 2 PM EST on September 30, 2027. No set-aside applies. The BAA is open through September 30, 2027 with suggested submission dates aligned to fiscal year cycles (April 28, 2023 for FY23; September 30 for FY24-FY27).

The total estimated funding across fiscal years 2023 through 2027 is approximately $500 million. Individual awards typically range from $0.5 million to $27 million but may reach up to $99.9 million, with performance periods not normally exceeding 36 months. Awards will be issued as FAR-based procurement contracts, grants, cooperative agreements, or Other Transactions under 10 USC 4021, 4022, and 4023. Only Government employees will evaluate submissions.

The BAA covers five technical focus areas: Quantum Algorithms and Computation; Quantum Information Processing; Memory-Node-Based Quantum Networking; Heterogeneous Quantum Platforms; and other Quantum Information Sciences topics. Research supports Air Force C4I mission objectives. The solicitation is closed to foreign participation except for fundamental research and companies with approved Foreign Ownership, Control or Influence (FOCI) mitigation documentation. Offerors must register in SAM, maintain DCAA-approved accounting systems for cost-reimbursement contracts, obtain facility security clearances, and comply with export control requirements. Selected offerors based on white paper merit will be invited to submit formal technical and cost proposals. White papers are 2–4 pages; simplified acquisition threshold is $350,000 and certified cost and pricing data threshold is $2.5 million.
