Quantico Mini MACC
**This is not a solicitation**
The Department of the Navy, Naval Facilities Engineering Command (NAVFAC) Resident Officer in Charge of Construction (ROICC) Quantico plans to award a Quantico Mini Multiple Award Construction Contract (MACC) for general construction projects. The work will be conducted in the ROICC Quantico area of responsibility on Marine Corps Base (MCB), Quantico, VA. This procurement consists of one solicitation with the intent to award four (4) to six (6) firm fixed price MACC contracts with Indefinite Delivery Indefinite Quantity (IDIQ) task orders. Awarded contracts will have a base year and two (2) option periods for a maximum of thirty-six (36) months or maximum value of $15 million for all contracts, whichever comes first.
The solicitation utilizes best value source selection procedures which require offerors to submit both technical and price proposals for evaluation by the Government. Award will be based on the best value to the Government; price and four (4) technical factors will be considered. The Relevant Experience factor is considered more important than the other three (3) technical factors combined, of which all three (3) are equal in importance. When combined the four (4) technical factors are considered more important than price. The specific evaluation factors will be included in the Request for Proposal (RFP) which will be forth coming but no earlier than 15 days from 3 Feb 2011. Please refer to Sections L & M of the solicitation for details regarding the evaluation criteria and submission requirements.
The Government may award the contract without conducting discussions; therefore, the offerorsâ initial proposal shall contain its best terms from a price and technical standpoint. The Government reserves the right to enter into discussion if deemed necessary to obtain the best value for the Government.
During the term of the contract, the firm fixed-price portion of the contract is the minimum guarantee. Contractors are not guaranteed work in excess of the minimum guarantee. Only the base period of the contract will offer a minimum guarantee. THIS ACQUISITION WILL BE SOLICITED AS A SERVICE DISABLED, VETERAN OWNED SET ASIDE. The North American Industry Classification System (NAICS) Code is 236220 and the size standard is $33.5 million dollars.
The solicitation will be posted on the Government Wide Point of Entry (GPE) at http://www.neco.navy.mil. THIS SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The Government will not provide hard copies (paper sets) or CD-ROM of the RFP, Plan Holders List or other contract documents. The Government will not accept telephone, e-mail and facsimile requests for copies. Notification of any changes (amendments) to the solicitation will be done via the Internet. It will be the contractorâs responsibility to check the NECO website daily for any and all amendments to this solicitation. The successful Contractors shall furnish all labor, supervision, management, supplies, equipment, transportation, and any other items necessary to perform general construction requirements at Marine Corps Base Quantico, Quantico, Virginia.
