Update #1 ·

This is a Pre-Solicitation notice (synopsis) for a full and open competition. The Federal Highway Administration (FHWA) has a requirement to examine quality assurance (QA) test data and other as-built data collected during pavement construction and develop effective processes for incorporating this data as a leading performance indicator within an agency's pavement asset management system. Utilizing this QA data will support performance management analysis and pavement investment decisions. The developed process shall focus on how the reliability of pavement performance models, traditionally based on periodic pavement condition evaluation, can be enhanced through incorporation of construction QA data and provide best practices to facilitate the inclusion of construction data within the pavement asset management decision making framework.

To successfully complete this project, expertise in agency design, pavement, materials, quality assurance, pavement asset management, and construction programs for field collected data, as-built data, and in house databases will be essential.
