Questions and Answers 4/15/15
Question 1. The title of the solicitation uses the word infrastructure. However, the tasks describe only pavements and do not include bridges or other items that are generally termed by FHWA as infrastructure. Please confirm that the focus of the RFP is only pavements and does not include bridges or other transportation infrastructure.
Answer: The tasks are correct.
Question 2. A review of the RFP indicates that Travel will be reimbursed on a T&M basis, but FAR clause
52.216‐7 Allowable Cost and Payment appears to have been inadvertently omitted. Since FAR provision
16.307 Contract clauses requires this clause in T&M contracts, will FHWA be issuing an amendment to the RFP to correct this oversight?
Answer: Yes, an amendment will be issued to add the clause.
Question 3. Both 52.216‐7 Allowable Cost and Payment and 52.232‐7 Payments under Time‐and‐
Materials and Labor‐Hour Contracts stipulate that applicable indirects are an allowable cost under the contract. It appears that FHWA has mistakenly added verbiage to the text of the agreement dis‐allowing applicable indirects on travel costs. Will FHWA be issuing an amendment to the RFP to correct this oversight?
Answer: No
