About this opportunity
The District of Columbia Government, specifically the District of Columbia Courts on behalf of the District of Columbia Court of Appeals (DCCA), issued this Special Notice to solicit qualified contractors for Quality Assurance and Software Testing Services. The opportunity, designated RFP No. DCSC-26-RFP-66, was posted on April 1, 2026, and requires the delivery of two mid-level Quality Assurance and Software Testers to support the implementation of the Court of Appeals Case Management System, a web-based enterprise application. The proposal submission deadline is April 21, 2026, at 1:00 p.m. Eastern Standard Time, with submissions required via email only. Two amendments have been issued to this RFP, with Amendment No. 2 posted on April 15, 2026, addressing evaluation criteria modifications. No set-aside restrictions apply to this procurement opportunity.
The primary objective of this Special Notice is to identify qualified contractors capable of providing comprehensive quality assurance and software testing support during the implementation phase of a critical enterprise case management system for the Court of Appeals. Contractors must submit proposals in a specified format with four technical tabs addressing contractor information, experience and qualifications (15 pages), technical approach (5 pages), and past performance and customer service (15 pages), and must acknowledge receipt of both amendments by signing and attaching them to their proposals. The Courts will evaluate offerors based on their commitment to customer satisfaction, ability to deliver high-quality products, demonstrated success in similar projects completed within the last five years, and proficiency in required technologies including ServiceNow, Selenium Web Driver, SQL Server, and accessibility testing tools. While the Special Notice does not specify formal set-aside eligibility restrictions, contractors must possess demonstrated experience with government contracts and have the capability to support a hybrid work model with flexible on-site presence as directed by the Courts.
