About this opportunity

The Food and Drug Administration seeks purchase of one newly manufactured Quadrupole-Orbitrap Hybrid Mass Spectrometer in support of qualitative and quantitative proteomic research for the Human Foods Program, with proposals due May 18 and questions due May 14 at 10:00 AM Eastern Time. The procurement is a 100% small business set-aside, foreclosing competition outside that category.

Place of performance is 5001 Campus Drive, College Park, Maryland 20740. Delivery and installation must be completed by September 30, 2026. The instrument must be newly manufactured (not used or refurbished) and meet specific technical performance specifications: acquisition speed of 70 Hz, sensitivity below 1.5 femtograms, mass accuracy below 1 ppm, and resolving power of 480,000 FWHM at m/z 200. Required capabilities include data-dependent acquisition, data-independent acquisition, parallel reaction monitoring, and hybrid modes. The ion source must support APCI and nano-spray probes; the quadrupole mass filter must accommodate variable precursor isolation width from m/z 0.4 to 2,000.

The contract is firm-fixed-price with four line items: the mass spectrometer, delivery and installation with trade-in service for existing equipment, a 12-month warranty covering parts and labor from installation, and three days of instructor-led on-site training. Contractor must supply an uninterruptible power supply, maintenance consumables kit, and data analysis software with method editor and template library. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a 1,000-employee size standard. Award will be made to the lowest-priced offeror whose offer is technically acceptable on a pass/fail basis. Offerors must submit technical specifications, price quotation, warranty terms, SAM.gov registration confirmation, lead time, and country of origin in searchable PDF or Excel format with a 10-page limit.
