About this opportunity

The U.S. Army Contracting Command - Rock Island (ACC-RI) has issued a Special Notice announcing an Industry Day for the Quad City Cartridge Case Facility (QCCCF) located at Rock Island Arsenal, IL. The event is in support of the U.S. Army Joint Munitions Command (JMC) and Project Lead for Joint Services (PL JS). Scheduled for March 27, 2025, the Industry Day is designed to provide interested vendors with an understanding of the facility's capabilities, size, and location. The notice is associated with a future procurement opportunity for property management and sustainment of operations at the QCCCF. The facility is a Government-Owned, Contractor-Operated (GOCO) site specializing in manufacturing steel and brass cartridge cases.

The primary objective of the Industry Day is to engage potential small business contractors and gather input before issuing a draft Request for Proposal (RFP). Interested parties must register by March 14, 2025, with participation limited to four representatives per U.S.-based small business. The event will include a morning general overview session and an afternoon facility tour, with strict security and safety protocols in place. Contractors are required to submit any questions in writing by April 3, 2025, and must complete specific registration forms for attendance. The anticipated RFP will be a small business set-aside, best-value competition focused on property management and sustainment of the 180,000-square-foot facility, with award planned for Fiscal Year 2025. The government is seeking cost-effective solutions for managing the facility while preserving surge capabilities for potential future munitions production.

QCCCF is located at Rock Island Arsenal, Rock Island, IL and is a Government-Owned, Contractor-Operated (GOCO) facility for the manufacture of steel and brass cartridge cases (105mm munitions for direct fire, 105mm for indirect fire, Navy 5-inch as well as 40mm, 57mm and 76mm). The QCCCF is comprised of approximately 180,000 square feet in Building 299 located at Rock Island Arsenal, which includes 147,500 square feet of manufacturing space, 26,000 square feet of storage space, and 6,500 square feet of administrative space. The Government is in the process of investigating some cost-effective solutions at QCCCF to deliver deep drawn cartridge cases more efficiently at lower volumes while preserving surge capability.

The Government anticipates issuing a Request for Proposal (RFP) that will include requirements for the property management and sustainment of operations of the QCCCF. Interested parties would be required to propose on both the property management and sustainment of operation of the QCCCF. At this time, the requirements do not include the production of cartridge cases. It is anticipated that this effort will be solicited as a small business set-aside, best value competition, limited to the United States. Award is planned in the FY25 timeframe.
