About this file

This document is a PowerPoint presentation for the Quad Cities Cartridge Case Facility (QCCCF) Industry Day, scheduled for March 27, 2025, at Rock Island Arsenal, Illinois. The U.S. Army Contracting Command - Rock Island is seeking a small business contractor to manage and sustain the 180,000-square-foot facility, which historically manufactured steel and brass cartridge cases for military services. The anticipated procurement is a small business set-aside, best-value competition with a planned award in FY25, potentially spanning up to 20 years (FY26-FY46) with a 5-year base contract and two option periods.

The government is exploring an acquisition strategy that includes directly funding the Performance Work Statement (PWS) for the first two years, with the contractor expected to cover facility operations costs through product orders beginning in year three. The facility supports multiple military services, including Army, Navy, Air Force, and Marine Corps, with potential production capabilities for various cartridge cases. Key contract terms include retention of government intellectual property, potential modernization projects, and allowance for commercial facility use with government approval. Interested contractors must register in SAM.gov, submit questions by April 3, 2025, and are encouraged to provide white papers supporting recommendations for the acquisition strategy.

Armament Retooling and Manufacturing Tenants (ARMS) (As of 12 September 2024) Purpose of the ARMS Program is to encourage the use of underutilized Government property in order to compensate for reduced production volumes or facility closures Authorized by the ARMS Act of 1992 (10 USC §7551-7555) ARMS program enables the Facility Contractor to reduce facility operation and maintenance costs.

Scope provides for commercial, third party, and tenant use of facilities with USG approval.

ARMS revenue is approved by the USG for funding facility infrastructure improvements, renovations for tenants, and compensation to the operating contractor for performance of ARMS related activities.

ARMS program helps to maintain capability readiness and to reduce the impact of defense downsizing on local communities.

Helps maintain and modernize the defense industrial base by providing funding and support to small and medium-sized manufacturers.

Proposed Acquisition Strategy

CUI

CUI

Note: The USG is exploring various potential acquisition strategies and contract structures and requests any industry feedback or recommendations it would like to provide to inform this process Tentatively planning on RFP issuance 3rd Quarter FY25 with award during CY25.

Establish lower costs and gain improved visibility of costs while improving the facility with no long-term products directly work loaded to the facility, and product bearing the cost of the facility.

The USG is contemplating directly funding the performance work statement (PWS) costs for the first 2 years of the potential contract to allow the contractor to establish market share. Future cost for facility operations will be indirectly funded via its inclusion in the product unit prices in accordance with DoDI 5160.68, Single Manager for Conventional Ammunition (SMCA) and Army Regulation (AR) 700-90, Army Industrial Base Process.

Ensure long-term, cost-effective maintenance and sustainment of production capabilities.

Small Business Set Aside (SBSA), best value competition, limited to the United States.

Modernization projects may be included in the RFP.

Duration (contemplated): up to 20 years FY26-FY46 Base Contract: 5-years Option 1: 5-years Option 2: 10-years Acquisition Strategy Overview

CUI

CUI

The following Performance Work Statement (PWS) strategy is under consideration, and feedback is desired from industry:

Direct: Government is contemplating the direct funding of all PWSs for years 1-2 of the contract. Government is contemplating a cost-reimbursable, no-fee contract type.

Indirect: Beginning in year 3 of the contract, the contractor should perform the PWSs at no direct cost to the Government (i.e., borne by product orders/business that it receives).

JMC – RIAG – JPEO A&A Service Agreement: RIAG would provide base operations support/common levels of support (CLS) to the facility; JPEO A&A fund the CLS.

In consideration for exclusive use of the QCCCF facility, the operating contractor would provide property management support, with the Government requirements in the form of a PWS.
