About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD) at Lakehurst intends to procure QEC-NP2000 Prop Dollies through a sole-source contract with D. Gillette Industries (CAGE: 68ME8). These specialized maintenance stands allow both the QEC Engine and NP2000 Propeller to be mounted simultaneously to facilitate maintenance operations for US Navy E-2D aircraft, Foreign Military Sales E-2D requirements, US Navy C-130 aircraft, and USAF C-130 requirements. The procurement will be conducted under FAR 6.302-1 authority, as D. Gillette Industries is the only known source with legal ownership of the proprietary engineering drawings and technical data required for manufacturing these items. The government lacks complete technical data packages or rights necessary for full and open competition, and alternative sources would need to reverse engineer components, resulting in significant delays, costs, and potential mission failure. Interested parties have fifteen days from the September 3, 2025 posting date to respond, with registration in the System for Award Management (SAM) being mandatory for consideration.

This procurement does not include any set-aside designations and will be awarded as a sole-source fixed-price contract to D. Gillette Industries as the incumbent contractor. The total quantity includes multiple part numbers: 74 units of PN 4328AS100-4, 46 units of PN 4328AS400-1, 28 units of PN 4328AS400-2, 10 units of PN 4328AS402-1, and 40 units of PN 4328AS100-3, totaling 198 prop dollies across all variants. The notice emphasizes that this is not a request for competitive proposals, though the government will consider all responses received within the fifteen-day response window ending September 18, 2025. No specific contract value or budget range has been disclosed in this pre-solicitation notice. The procurement falls under NAICS code 333924 for Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing and PSC code 1740 for Airfield Specialized Trucks and Trailers.
