About this opportunity
Paragraph 1:
The Defense Logistics Agency (DLA) Aviation is issuing a solicitation, SPE4A2-24-R-0015, for the procurement of two mission-critical virgin hydrofluorocarbon (HFC) compressed gases: Heptafluoropropane (HFC227ea) and Hexafluoropropane (HFC236fa). These gases will be placed in static storage at DLA Richmond, Virginia to ensure a sustainable supply for the Department of Defense's needs, which are projected to extend beyond 2060. The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation process, and the required delivery date is October 31, 2025, with a potential extension to December 31, 2025. DLA is open to awarding the gases separately.
Paragraph 2:
This solicitation does not have a set-aside designation. There is no information provided about potential incumbents or current contractors. The quantity of goods to be procured is not specified, but the total value of the contract is projected to be substantial given the long-term Department of Defense needs. The place of performance is the United States.
Notice text
The American Innovation and Manufacturing Act (AIM Act) targets several Hydrofluorocarbon gasses for
phase down of production as previously occurred with Ozone Depleting Substances (ODS). As many
weapons platforms within the Department of Defense moved from ODS to HFCs, the need has arisen to
ensure a sustainable supply of these Mission Critical compressed gasses is available. Projected need
extends beyond the year 2060. To that end, The Defense Logistics Agency (DLA) will initiate a large
acquisition of two (2) mission critical virgin HFC compressed gasses, determined by the Services to be the
most critical at this time; Heptafluropropane (HFC‐227ea) and Hexafluoropropane (HFC‐R236fa). These
two items will be placed in a static storage at DLA, Richmond, Virginia until such time as they are needed.
