About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 22 seeks a contractor to provide 15-bed sober living transitional housing services for the VA Loma Linda Healthcare System, with proposals due October 30, 2026 at 11:00 AM Pacific Time. This is a full and open competition with no set-aside. Amendment One, issued October 8, clarifies key operational and staffing requirements through a Questions and Answers addendum; the proposal deadline remains unchanged.
Place of performance is Loma Linda, California 92357, with the facility required to be located within a 45-mile radius of the VA Loma Linda Healthcare System campus and serve a geographic catchment area spanning Southern California from Los Angeles to Palm Springs. The contractor must provide a single stand-alone 15-bed facility (not multiple scattered-site locations), operational and fully staffed at time of award with no transition period permitted. The facility must meet NFPA Life Safety Code standards, hold valid state business licensing and Certificate of Occupancy, and be wheelchair accessible and ADA-compliant.
The contract is an indefinite-delivery, indefinite-quantity agreement with a guaranteed minimum of $1,000 and ceiling of $6,980,000. It runs January 1, 2027 through December 31, 2027 (base period), with four one-year option periods extending through December 31, 2031. Pricing is fixed and all-inclusive on a per-bed, per-day basis at 365 days annually, covering labor, overhead, insurance, and transportation to VA appointments. Prevailing wage rates apply under Wage Determination 2015-5629 Rev. 31 for Riverside and San Bernardino Counties.
Services include 24-hour staffing, semi-private quarters (two residents per room), supervised alcohol/drug-free environment, basic health and personal hygiene maintenance, structured group activities, individual and group counseling, and case management. The Program Manager must hold CAADE, CADTP, or CCAPP certification with minimum five years experience; direct care staff must be Certified Addiction Counselors with the same certifications and minimum two years experience; all staff must maintain current BLS certification. Unexcused absences exceeding 72 hours are not reimbursable. Contractors must comply with the Immigration and Nationality Act of 1952 and E-Verify requirements.
Evaluation weighs Experience (more important), SDVOSB/VOSB Status (more important), and Price (less important), with non-price factors combined weighted more important than price. Offerors must submit detailed reference contracts demonstrating prior sober living transitional housing services to veterans in community-based facilities. The VA will conduct post-award facility inspection within 90 days of award, with corrective actions required within 90 days thereafter. The NAICS code is 623220, Residential Mental Health and Substance Abuse Facilities; PSC code is Q999, Medical–Other. The contracting office is at 4811 Airport Plaza Drive, Suite 600, Long Beach, California 90815; the point of contact is Rafael Cervantes, rafael.cervantes@va.gov, 562-766-2295.
