About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 22 on October 8, 2026, for Solicitation 36C26226R0117. The amendment provides answers to 25 questions submitted by prospective offerors regarding a transitional sober living housing program for Veterans.
Key contractual requirements clarified include: the contractor must provide a single 15-bed facility (not multiple scattered-site facilities) located within a 45-mile radius of VA Loma Linda Healthcare System in Loma Linda, California; the facility must be operational and fully staffed at time of award with no transition period; subcontracting is permitted but proposing secondary facilities is not; sober living benefits are exclusively for VA Loma Linda STAR and CORE program participants; and the contract is an indefinite delivery, indefinite quantity (IDIQ) agreement with fixed-priced line items at all-inclusive rates covering labor, overhead, insurance, and transportation to VA appointments. Critical staffing and operational clarifications include that hired personnel must remain onsite during assigned shifts at the facility, the contractor must provide case management services and facilitate group activities and life-skills programming on a voluntary basis with participation determined case-by-case, and the contractor must coordinate with VA staff regarding referrals, discharges, individual housing/transition plans, medical incidents, and communicable illness procedures. The amendment indicates no extension will be granted for questions and answers submission deadlines and that the government will not extend the 45-mile geographic limitation.

Tashodra Rogers, Contracting Officer
Questions and Answers: Solicitation 36C26226R0117
1. Can you clarify whether or not the VA provides a facility or if the contractor needs to have its own facility. If so, does the contractors facility need to be operational at time of award, or is there a transition period to be able to build out a location?
Answer: Please refer to Section “g”, on Page 51, of Section E.2 Addendum to FAR 52.212-1 - Notification to Offerors & Proposal Submission Instructions.
2. Is the contractor required to maintain a facility with a full 15-bed capacity, or would a facility/program with fewer beds, such as 14 beds, be acceptable given the “up to 15” language?
Answer: The Offeror shall provide a 15-bed facility at the time of award.
3. May the required capacity be provided through two separate/scattered-site facilities, provided both locations are within the required 45-mile radius of the VA Loma Linda Healthcare System and otherwise meet all SOW, licensing, safety, staffing, inspection, and facility requirements? For example, would the Government accept two qualifying facilities with a combined capacity of 14 Veterans, or must all required capacity be located at a single facility?
Answer: Proposing the use of a secondary facility is not permitted.
4. Whether the prime offeror must demonstrate facility control at proposal submission?
Answer: Please refer to Section “g”, on Page 51, of Section E.2 Addendum to FAR 52.212-1 - Notification to Offerors & Proposal Submission Instructions.
5. Whether teaming or subcontracting arrangements may be used to satisfy portions of the requirement, and what documentation is required?
Answer: Subcontracting is not prohibited.
6. The deadline and required method for submitting solicitation questions?
Answer: Please refer to Section “f”, on Page 51, of Section E.2 Addendum to FAR 52.212-1 - Notification to Offerors & Proposal Submission Instructions.
7. Whether all seven solicitation attachments shown on SAM.gov constitute the complete proposal package?
Answer: Please refer to Section E – Solicitation Provisions beginning on Page 49-63, in its entirety.
8. Would the Government consider extending the Questions and Answers submission deadline to allow prospective offerors additional time to obtain clarification regarding housing requirements, Veteran eligibility, transportation, treatment locations, staffing, and operational requirements?
Answer: No extension will be provided for “Solicitation Questions/Technical Inquiries.
9. Would the Government consider extending the 45-mile geographic limitation to include Barstow, California, given its proximity to multiple military installations and its potential to provide an appropriate environment for Veterans transitioning from substance-use treatment into stable transitional housing?
Answer: The proposed facility must be located within a forty-five (45) mile radius of the VA Loma Linda Healthcare System, in any geographical direction from the VA Loma Linda Healthcare System, 11201 Benton St, Loma Linda, CA 92357.
10. Is transportation for participating Veterans required under this contract? If so, is the cost of transportation expected to be inclusive of the contractor's proposed price, or will transportation be provided or funded separately by the Government?
Answer: Please refer to Section 1. Background (Page 7) of Section B.3 Statement of Work. Additionally, this is an indefinite delivery, indefinite quantity, (IDIQ) contract with fixed-priced line items. Prices in this schedule represent an all-inclusive rate including labor, incidental costs, overhead, and insurance premium payments for applicable insurance coverage. Costs not incorporated into the contractor’s price will not be reimbursed by the Government.
11. Approximately how many Veterans are currently participating in the program and are expected to complete or transition out of the program within the next 6–12 months?
Additionally, can the Government provide the approximate male-to-female ratio of participating Veterans?
Answer: This information is not available.
12. Approximately how many Veterans currently participating in the program have identified disabilities or require accommodations or additional support services?
Answer: This information is not available.
13. Will participating Veterans primarily be referred from San Bernardino County, or may Veterans be referred from other counties and geographic areas within the VA's service network?
Answer: Refer to Section 5. Referral/Discharge & Coordination (Page 9) of Section B.3 Statement of Work.
14. Would the Government permit the contractor to provide transitional housing through two separate facilities located in different geographic locations, provided that both facilities meet all applicable contract requirements and provide the required level of supervision, services, safety, and support?
Answer: Proposing the use of a secondary facility is not permitted.
15. Are participating Veterans required to receive their treatment exclusively through the VA Loma Linda Healthcare System, or may Veterans receive treatment through other VA clinics or medical facilities within the VA's network when clinically appropriate?
Answer: Sober living is a benefit to participants of VA Loma Linda STAR and CORE programs only.
16. In consideration of transportation availability, fuel costs, and continuity of care, would the Government permit qualified counseling, case-management, or other appropriate support services to be provided through VA-approved telehealth platforms, Zoom, or other secure virtual methods, when clinically appropriate and permitted by the Veteran's treatment plan?
Answer: Contractors shall provide transportation to VA for STAR, CORE and VA Loma Linda appointments. Some of these appointments are provided virtually by VA.
17. Would the Government permit the contractor to hire qualified case managers and support personnel who reside near the transitional housing facility, rather than requiring all personnel to be located near the VA medical center, provided that all personnel meet the required qualifications and are available to provide the required services?
Answer: Hired personnel are required to remain onsite at the sober living facility for the duration of their assigned shifts. The location of their personal residence is not a determining factor, provided they are able to ensure appropriate staffing levels and maintain adequate oversight.
18. Is the contractor responsible for providing the social services and supportive services identified in the Performance Work Statement, or will the VA provide these services through its own personnel? Please clarify which social-service functions are expected to be performed by the contractor and which will remain the responsibility of the VA.
Answer: Contract personnel will provide case management services to Veterans, supporting them in accessing resources within the community and/or through the VA. This work will involve ongoing, near‑daily collaboration between VA staff and contractor personnel to ensure Veterans receive coordinated and comprehensive support.
19. Will Veterans continue to receive case management and clinical services directly from VA personnel, or is the contractor expected to provide case management services as part of the transitional housing program? If contractor-provided case management is required, please identify the specific duties and qualifications expected of contractor case managers.
Answer: Refer to Section 13. Qualifications (Page 20) and Section 14. Staffing (Page
21) of Section B.3 Statement of Work.
20. Is the contractor responsible for organizing and facilitating group activities, recovery-support activities, life-skills activities, or other structured programming?
Additionally, how should participation be handled for Veterans whose clinical conditions, disabilities, treatment plans, or other limitations prevent them from participating in certain group activities?
Answer: Participation in these activities is voluntary; however, the contractor must ensure that such opportunities are made available to Veterans. For example, the contractor may arrange transportation to community-based recovery meetings, while recognizing that a Veteran may choose an alternative meeting or a faith‑based option. Additionally, designated staff, such as a case manager, may provide onsite life‑skills programming, including meal planning or housing‑search support. The contractor is responsible for facilitating these activities, and appropriate participation will be determined on a case‑by‑case basis in close coordination with VA staff.
21. Is the contractor responsible for developing an individual Veteran's housing/transition plan, or will the VA provide an established housing or transition plan for each Veteran upon referral? If the contractor is responsible for developing the plan, please clarify the required elements and approval process.
Answer: Refer to Section 6. Supportive Housing Services sub-section “8” (Page 11) of Section B.3 Statement of Work.
22. Is the contractor responsible for preparing and maintaining referral documentation for Veterans entering or exiting the transitional housing program, or will referral documentation be completed and provided by the VA? Please clarify the contractor's required documentation, recordkeeping, and reporting responsibilities.
Answer: Refer to Section 5. Referral/Discharge & Coordination (Page 9) of Section B.3 Statement of Work.
23. If a participating Veteran becomes ill or experiences a change in their physical or behavioral health condition while residing in the transitional housing facility, what procedures is the contractor expected to follow? Will the VA provide clinical direction and determine the appropriate level of care, or is the contractor expected to coordinate emergency, urgent, or routine medical services?
Answer: Refer to Section 10. Reports (Page 18) of Section B.3 Statement of Work.
24. Will each participating Veteran be assigned an individual VA case manager, or will Veterans receive services from a shared pool of VA case managers? If case management is provided by the contractor, is an individual case manager required for each Veteran or may case managers serve multiple Veterans based on program needs?
Answer: Refer to Section 15. Direct Care/Paraprofessional Staff (Page 21) of Section B.3 Statement of Work.
25. What procedures should the contractor follow if a participating Veteran develops or is diagnosed with a communicable or contagious illness while residing in the transitional housing facility? Will the VA provide clinical guidance regarding isolation, treatment, transfer, or other appropriate measures, and what responsibilities will remain with the contractor to protect the affected Veteran, other residents, and staff?
Answer: Refer to Section 10. Reports (Page 18) of Section B.3 Statement of Work.
