About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 22 is issuing a Request for Information for market research purposes regarding sober living transitional housing services for the Veterans Affairs Loma Linda Healthcare System (VALLHS), with responses due August 14, 2026. This RFI does not constitute a binding solicitation but will inform future acquisition decisions. If market research determines that two or more VOSB or SDVOSB vendors certified through VA's Vendor Information Pages site can provide services, the underlying solicitation will be set aside under 38 U.S.C. 8127; SDVOSB and VOSB firms are particularly encouraged to respond and must acknowledge subcontracting limitations under FAR 52.219-14 restricting services contracts to no more than 50% subcontracting for non-similarly-situated firms.
The facility must house 15 homeless veterans in a 24-hour staffed environment with semi-private rooms (two occupants per room) within 45 miles of VALLHS. Maximum length of stay is 90 days. Services include supervised alcohol/drug-free housing, supportive social services, structured and physical activities, individual and group counseling, three daily meals with snacks, on-site laundry, transportation to VA facilities, and health/hygiene maintenance.
Program Manager positions require five years of experience and Certified Addiction Specialist certification; Direct Care/Paraprofessional Staff require two years of experience and Certified Addiction Counselor certification; all staff must maintain current Basic Life Support certification. The facility must comply with Life Safety Code NFPA #101, possess valid state business licensing and Certificate of Occupancy, be wheelchair accessible, and not be co-located with other transitional or rehabilitative housing programs. A pre-award inspection will occur within 90 days of quote submission. Responses must include company information, UEI, capability statements with relevant experience, and informal per diem quotes for base and four option years. Respondents must be registered in SAM. Contact Rafael Cervantes at Rafael.Cervantes@va.gov or 562-766-2295.
