About this opportunity

The Department of Veterans Affairs Veterans Health Administration is seeking quotes for Initial Outfitting, Transition, and Activation (IOT&A) services to support the new Columbia, Tennessee Community Based Outpatient Clinic (CBOC). The procurement encompasses comprehensive project management, interior design, furniture and equipment planning, space planning, transition planning, activation, delivery, relocation, installation, training, and post-occupancy support services. Key requirements include verification as a Service-Disabled Veteran-Owned Small Business (SDVOSB) and compliance with the small business size standard for NAICS 541614 (Process, Physical Distribution, and Logistics Consulting Services). The solicitation is expected to be posted on Contract Opportunities around December 10, 2025, with a response deadline of January 22, 2026. While specific evaluation criteria details are not provided in this pre-solicitation notice, the contract will be awarded on a firm-fixed-price basis, indicating that offerors should anticipate cost-based evaluation methodologies typical of such arrangements.

This procurement is set aside 100% for Service-Disabled Veteran-Owned Small Businesses, restricting competition to verified SDVOSBs only. The estimated period of performance spans 35 months, providing a substantial timeline for the full transition and activation of the facility. The new clinic will occupy approximately 45,862 net usable square feet and will deliver primary care, specialty care, mental health services, and additional healthcare offerings to veterans in the Maury County area. This project supports the Tennessee Valley Healthcare System's congressionally approved expansion initiative to improve veteran healthcare access across the region. No incumbent contractor or specific budget ceiling has been disclosed in this pre-solicitation notice, though interested vendors are directed to submit questions to John Conschafsky and Kathleen Klotzbach for further clarification prior to the formal solicitation release.
