Key activation dates by phase are estimated to be May 2024 for Building 1, February 2025 for Building 3, February 2024 for the CLC, and February 2025 for the Domiciliary in Building 9.

PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Canandaigua CARES Activation Projects.

100% SDVOSB SET ASIDE

This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the Canandaigua NY VA Medical Center. The Canandaigua CARES Activation Project is multi-phased, with all phases running concurrently. The renovation and construction projects include: Phase 1, Building 1 Renovation; Phase 2, Building 3 Renovation Physical Therapy; Phase 2, Building 9 Domiciliary Renovation; and Phase 2, New Construction at the Community Living Center (CLC). This requirement supports VHA's mission by providing contractor support services to help bring the clinics into full planned operations that will provide superior health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (33) thirty-three months.

This major construction project will renovate approximately 178,200 square feet of space in Building 1; 48,600 square feet in Building 3; 48,600 square feet in building 9; and constructing 46,600 square feet in the Community Living Center Small Houses and Community Building of the medical center campus. Services to be rendered in the renovated Building 1 include outpatient mental health services, laboratory, pharmacy, and administrative support, including the Director s suite. A renovated Building 3 will house Rehab Services, Adult Day Healthcare Services, Patient Resource and Recovery Center Services, and offices for Chaplain Service, Prosthetics, and the Women Veterans Call Center. After renovation Building 9 will house forty-eight (48) beds of Domiciliary care as well as a new food and nutritional services department on the ground floor. The new and improved CLC and Community Building will accommodate ninety-six (96) baseline nursing home beds and a community building. Estimated Patient Day One:

Phase 1, Building 1 is May 2024

Phase 2, Building 3 is February 2025

Phase 2, CLC is February 2024

Phase 2, Domiciliary is February 2025

This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must:

be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details)

and

meet the small business size standard for NAICS 541614.

The solicitation is anticipated to be posted on Contract Opportunities for download on or about 18 May 2022. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 08 June 2022. Solicitation initial posting date and the closing date are subject to change as necessary.
