About this opportunity
The Department of Veterans Affairs Network Contracting Office 04 (NCO4) has issued a Special Notice regarding urology physician services at the Lebanon VA Medical Center. The agency intends to award a sole source contract to Call Solutions, LLC, the incumbent contractor, under FAR 12.102 authority. This notice informs interested parties of the government's procurement strategy and provides an opportunity for parties to express their interest prior to final contracting decisions. The procurement falls under NAICS Code 621111 (Offices of Physicians except Mental Health Specialists) and PSC Code Q525 (Medical-Urology). The Special Notice was posted on December 11, 2025, and represents the agency's approach to maintaining continuity of critical medical services while preparing for future competitive procurement.
The primary objective of this Special Notice is to announce a six-month sole source contract with Call Solutions, LLC to provide continuous urology physician services, which will remain in effect while the agency conducts a competitive re-procurement for a five-year contract anticipated to be synopsized in January 2026. Interested parties must submit their interest accompanied by supporting documentation to Contracting Officer Thomas Cossentino via email at thomas.cossentino@va.gov by December 15, 2025, at 1:00 PM Eastern Time, with the email subject line including "ISS 36C24426Q0158." Telephone responses will not be accepted, and only written email submissions will be considered. While this notice invites parties to express interest, it explicitly states that the determination of procurement strategy remains solely within the discretion of the Contracting Officer. The six-month performance period is designed to allow sufficient time for competitive proposal development, agency evaluation, award processing, and credentialing of new contract physicians if required following the competitive re-procurement process.
