About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 seeks on-site and on-call Board Certified or Board Eligible Cardiothoracic Physician Services at San Juan Medical Center in Puerto Rico, with proposals due July 7, 2026. Amendment 0002, issued June 18, 2026, extended the deadline from June 26 and updated the Performance Work Statement to clarify contracted surgeon responsibilities when Health Professions Trainees participate in surgical cases. This is an unrestricted IDIQ acquisition with no incumbent contractor.
Place of performance is 140 Avenida Carlos E. Chardón, San Juan, Puerto Rico 00918. The contract covers a base period of one year (July 1, 2026 – June 30, 2027) plus four one-year option periods, with a maximum aggregate value of $12,000,000 and a guaranteed minimum of $2,500 per period. The contractor must provide a minimum of two Board Certified or Board Eligible surgeons available for simultaneous scheduling: one on-site Mondays and Wednesdays 7:00 AM to 3:30 PM (884 hours annually) plus Friday meetings 7:30–8:30 AM, and a second providing on-call coverage weekday evenings and nights (1,612 hours) and 24-hour coverage when the clinic is closed (6,504 hours), plus 40 hours for emergency callbacks. Surgeons must be available on-site within one hour of notification for backup and emergency cases.
Required qualifications include Board Certification from the American Board of Thoracic Surgery, current BLS and ACLS certifications, minimum four years of continuous work experience in the last five years, full unrestricted medical licensure, VA credentialing and privileging, and compliance with VA mandatory training, infection control standards, and security and privacy requirements. The contractor is responsible for all personnel costs including workers' compensation, professional liability insurance, and income tax withholding.
Evaluation includes a Quality Assurance Surveillance Plan monitoring 16 performance measures with 95–100% compliance thresholds assessed quarterly, semi-annually, or annually by Contracting Officer Jayne Messer and Contracting Officer's Representative Roberto E. Garcia-Rivera. Past performance is evaluated using a Past Performance Questionnaire due June 10, 2026. Offerors claiming SDVOSB or VOSB status must submit the VA Notice of Limitation on Subcontracting-Certificate of Compliance, restricting payment to non-certified small businesses to no more than 50% of government-paid amounts. Offerors must disclose organizational conflicts of interest and certify compliance with the Immigration and Nationality Act and E-Verify requirements. Contractor Rules of Behavior establish security requirements including FIPS 140-2 validated encryption, mandatory information security training, and restrictions on remote access and dual network connections without Contracting Officer's Representative approval.
