About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 21 (NCO 21) issued a notice of intent to sole-source a contract modification to CareDx, Inc. for specialized Allomap and Allosure genetic blood testing services, with a response deadline of July 20, 2026 at 10:00 AM PDT.

The contract modification will provide non-invasive genetic blood testing to veteran patients who have undergone heart transplant surgery, replacing traditional invasive biopsies to determine transplant stability and rejection status. CareDx, Inc., located in Brisbane, California, is the identified sole source under 41 U.S.C. 253(c)(1) and FAR 6.103-1, on the basis that only one responsible source can satisfy agency requirements.

VA Palo Alto anticipates requesting approximately 30 Allomap and 15 Allosure tests annually. The contractor must maintain CDC/CLIA accreditation, provide all testing supplies at no charge, and employ a laboratory director who is a licensed, American Board of Pathology-certified pathologist or appropriately certified bio-analyst. All personnel must hold current professional certifications meeting CLIA '88 Guidelines, with pathologists holding 24 months of pathology services experience within the past 36 months and 36 months of pathology consultation services within the past 48 months.

Interested parties may submit email responses to gary.christensen@va.gov by July 20, 2026 at 10:00 AM PDT, describing how all elements of the Statement of Work will be fulfilled and referencing solicitation number 36C26126Q0952. Verbal and facsimile responses will not be accepted. Respondents must be registered in SAM.gov. If no viable responses are received by the deadline, NCO 21 will proceed to negotiate solely with CareDx, Inc.
