About this opportunity

The Department of Veterans Affairs (VA), specifically the Veterans Health Administration Veterans Integrated Service Network 2 and Network Contracting Office 2, has issued a Special Notice of Intent to Sole Source a contract for CAP Linearity Surveys at the East Orange VA Medical Center. The notice is specifically targeting procurement of comprehensive vehicle services for Pathology & Laboratory Medicine Services (PLMS) during the period of December 23, 2024, through December 22, 2025. The VA is primarily intending to contract with the College of American Pathologists but is simultaneously seeking responses from other potentially capable businesses that might be able to provide these specialized services. This special notice is designed to identify alternative sources with the necessary resources and capabilities for the required laboratory testing services. The opportunity is classified under NAICS 541380 (Testing Laboratories and Services) and PSC Q515 (Medical-Pathology).

The primary purpose of this Special Notice is to explore potential alternative sources for CAP Linearity Surveys and gather information from interested contractors. Businesses responding to the notice must submit a detailed capability statement by December 17, 2024, at 12 PM EST via email to Clifford.Harrison@va.gov. The response must include specific information such as business name, business type, socio-economic status, contact person details, GSA Contract number (if applicable), and DUNS number. Contractors must provide a tailored capability statement demonstrating their specific ability to perform the tasks outlined in the attached Statement of Work, with failure to do so potentially resulting in being deemed non-responsive. The VA emphasizes that this notice is for planning purposes only and assumes no responsibility for costs incurred in preparing responses. While there is no specific set-aside for small businesses, the VA is open to evaluating various business types and socio-economic statuses for this procurement opportunity.
