About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 has issued a Special Notice for radiation dosimetry services at the VA Northern California Health Care System. The notice indicates the agency's intent to award a sole source firm fixed price contract to Landauer, Inc., the current provider of these critical radiation monitoring services. The contract would run from October 1, 2025, through September 30, 2030, and falls under NAICS code 541380 (Testing Laboratories and Services) with a size standard of $19 million. The agency believes Landauer appears to be the only provider capable of delivering the required radiation dosimetry services. This special notice serves as a market research effort to identify any other potential contractors before proceeding with the sole source award.
The primary objective of this Special Notice is to conduct market research and provide other companies an opportunity to demonstrate their capability to provide radiation dosimetry services before the government proceeds with a sole source procurement. Companies that believe they can perform the required services must submit their information and capability statements to durell.salaz@va.gov by August 21, 2025, at 1:00 PM PST. The required services include providing personnel monitoring devices such as quarterly OSL whole body dosimeters and extremity dosimeters, with strict technical specifications including NVLAP certification, online tracking systems, and compliance with Nuclear Regulatory Commission and OSHA regulations. Contractors must be capable of detecting radiation energies from 5 keV to 40 MeV with dose measurement ranges from 1mrem to 1000mrem. The government reserves the right to proceed with the sole source award regardless of responses received, as this notice is explicitly not a request for competitive quotes but rather an opportunity for market feedback.
