About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 sought mail-in semen analysis and post-vasectomy semen analysis test kits for eight VISN 22 healthcare systems; the solicitation has been cancelled as of September 29.

This was a Total Small Business set-aside, 100% reserved for small business concerns. The original response deadline was September 8, 2026, but was extended to September 16 via amendment 0001 (September 3), then further extended to September 18 via amendment 0002 (September 11), before cancellation via amendment 0003 (September 29) due to changes in Government requirements.

Place of performance encompassed eight VA Healthcare Systems within Health Service Area 5.3: Long Beach, Loma Linda, San Diego, Greater Los Angeles, Albuquerque, North Arizona, Phoenix, and Southern Arizona, California and Arizona.

The requirement was structured as a single-award Blanket Purchase Agreement with a base period of October 1, 2026, through September 30, 2027, and four optional one-year periods extending through September 30, 2031. Annual quantities were 1,104 Full Semen Analysis kits and 636 Post Vasectomy Semen Analysis kits. Contractor obligations included CLIA certification and FDA registration; validated kits with minimum 52-hour room temperature stability for semen analysis; HIPAA-compliant secure web portal result delivery; and replacement kits at no charge for delayed, invalid, or expired results. Post-vasectomy patients received a minimum of two repeat tests at no additional cost. The estimated BPA ceiling was $41.5 million over five years. Award was to be made on lowest evaluated price among technically acceptable quotes. NAICS code was 621511 (Medical Laboratories); PSC code was Q301 (Reference Laboratory Testing).
