About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 (VA VISN 8) has issued a Special Notice for a contract opportunity involving pathology lab testing services at the Miami VA Medical Center. The notice is specifically targeted at potential contractors for referral testing services, with the VA currently intending to award a sole source, firm fixed price contract to the University of Miami Pathology/Research Administration. The contract has an estimated value of $177,327.66 for one year and will be issued under Federal Acquisition Regulation (FAR) parts 12 and 13, which cover commercial items and simplified acquisition procedures. The notice was posted on June 5, 2025, and is classified under the Medical Laboratories NAICS category and Reference Laboratory Testing PSC category.

The primary purpose of this Special Notice is to notify industry of the VA's contract action and potentially identify alternative qualified sources for pathology testing services. Interested vendors are invited to submit capability statements demonstrating their ability to meet the contract requirements by June 10, 2025, at 4:00 PM EST. The VA has indicated that the University of Miami is currently the preferred vendor due to its close proximity to the medical center, which allows for timely processing and prevents sample degradation. Contractors wishing to be considered must provide written submissions with comprehensive details about their capabilities, including evidence of appropriate licensing and certification. The VA emphasizes that no reimbursement will be provided for costs associated with responding to this notice or any subsequent information requests. Vendors must submit their responses via email directly to the Contracting Officer, ensuring sufficient detail to enable a thorough evaluation of their potential to meet the contract requirements.

Notice text

This is a notice of contract action (NOCA). This is not a solicitation for quotes. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests. The purpose of this NOCA is to notify industry of the VA s intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications. Notice of contract action: Miami VA Contracting intends to issue a sole source, firm fixed price contract under FAR part 12, Acquisition of Commercial Items, and FAR part 13, Simplified Acquisition Procedures, to University of Miami Pathology/Research Administration for referral testing services to be utilized by the Miami VA Medical Center. The estimated value of the acquisition is $177,327.66 for one year. Vendors who believe they can meet the requirements should submit a capability statement, providing clear and convincing evidence supporting the assertion, and be appropriately licensed/certified. Submissions to the Contracting Officer should address the following: Information available to the CO indicates that the University of Miami Pathology/Research Administration is solely capable of providing for the requirement due to their close proximity to the Miami VA Medical Center. Close proximity allows for timely processing and prevents morphological changes and loss of stability in testing samples. All information shall be in writing, sent via email, and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. Responses must be received no later than Tuesday June 10, 2025, at 4:00 PM EST.
