About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration, specifically Veterans Integrated Service Network 19, is seeking a comprehensive reference laboratory testing contract for the Rocky Mountain Regional VA Medical Center. The solicitation requires a contractor to provide advanced immunohistochemical, molecular, and diagnostic testing services, including specialized tests for breast cancer prognosis, HER2 profiling, micrometastasis analysis, gastric cancer profiles, and molecular PCR pathway testing. Contractors must perform all testing in-house, maintain CLIA and CAP certifications, and meet strict performance standards, including maintaining false positive/negative rates below 5%. The testing services will be procured on a cost-per-test basis, with the VA reserving the right to order any test provided by the contractor. The solicitation was posted on February 6, 2025, with proposals due by February 20, 2025 at 2:00 PM MST, and the contracting specialist is Karly Morris from the VA Network Contracting Office in Greenwood Village, Colorado.
The contract is a 5-year Blanket Purchase Agreement scheduled to run from July 1, 2025, through June 30, 2030, and is 100% set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 621511 with a size standard of $41.5 million. The contract requires a rapid turnaround time of 2-5 days for stains and 7-14 days for molecular testing, ensuring quick and efficient diagnostic support for the medical center. While specific award values are not explicitly stated, the contract will be based on a per-test pricing model with the potential for substantial volume across a wide range of diagnostic services. The place of performance will be the Rocky Mountain Regional VA Medical Center, with testing to be conducted entirely in-house by the selected contractor. The solicitation includes an attachment (Test Schedule) that outlines the minimum tests required, though the VA maintains flexibility to request additional testing as needed.
