About this opportunity
This solicitation seeks quotations for immuno-histochemistry slide preparation services to support the Department of Veterans Affairs' Greater Los Angeles Healthcare System and Long Beach Healthcare System. The VA seeks a contractor to provide various IHC testing services for five years beginning May 1, 2020. Offerors must meet all requirements in the statement of work, including turnaround times and quality control processes, and provide the lowest priced quote to be eligible for award. Questions are due by April 24, 2020 and quotes are due by April 28, 2020, with award intended by May 1, 2020. The contract will be a firm-fixed-price award to the responsible offeror providing the most advantageous quote.
There is no set-aside designated. The NAICS code is 621511 with a size standard of $32.5 million. The annual estimated quantities and test codes are provided in Attachment A. The period of performance includes a base year from May 1, 2020 to April 30, 2021 and four optional one-year extensions. Services will be delivered to the pathology departments at the VA Greater Los Angeles Healthcare System located in Los Angeles, California and the VA Long Beach Healthcare System located in Long Beach, California. The total value including options may exceed $5 million over five years.

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
(ii) The solicitation number 36C26220Q0454 is issued as a Request for Quotation (RFQ) in conjunction with FAR -- Part 13 Simplified Acquisition Procedures and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award contract.
(iii) The provisions and clauses in this document are in effect through the Federal Acquisition FAC 2020-04 / 01-15-2020.
(iv) This solicitation intends to award a contract through full and open competition to a business associated with NAICS
Code 621511 with a size standard of $32.5 million dollars.
(v) See Attachment A Schedule for a list of line item numbers, items, quantities and units of measure.
(vi) The Department of Veterans Affairs (VA), VHA Regional Procurement Office West seeks to enter into a contract for ImmunoHistoChemistry (IHC) Slide Preparation Services for the VA Greater Los Angeles Healthcare System and VA Long Beach Healthcare System.

Offeror shall provide sample QC reports for special stains for review.
Offeror shall provide evidence of proficiency testing for PDL1.
Offeror shall provide CAP accreditation certificate.
Offeror shall provide an affirmative statement that they are able to meet all of the requirements and tasks outlined in Attachment B.
Failure to provide the requested documentation with the quotation will result in your offer being deemed as non-responsive and will not be considered for award.
(ix) 52.212-2 Evaluation -- Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Lowest priced offeror that meets all requirements outlined in the statement of work in Attachment B and is both responsive and responsible.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified with a minimum of at least sixty days, shall result in a binding contract without further action by either party. Before the offer s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.217-6 - Option for Increased Quantity (Mar 1989)
The Government may increase the quantity of supplies not to exceed 50 percent called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within 10 Days. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree.

52.217-8 Option to Extend Services.
As prescribed in 17.208(f), insert a clause substantially the same as the following:
Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days.

52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 10 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend within 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b)If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.
