About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 1 (VISN 1) has issued a Special Notice (VA-25-00093642) announcing its intent to establish a sole source Blanket Purchase Agreement (BPA) for STAT specialized and routine laboratory testing and blood irradiation services with Elliot Hospital. This notice is published under the Federal Acquisition Regulation (FAR) 13.5, which authorizes simplified procedures for commercial products and services. The procurement seeks to provide critical laboratory services to support veterans' healthcare needs through an affiliate institution arrangement. The NAICS classification for this requirement is 621511 (Medical Laboratories), with a PSC code of Q301 (Reference Laboratory Testing). This is a Notice of Intent to Solicit on a sole source basis, meaning no formal competitive solicitation will be posted to Contract Opportunities.

The five-year BPA will provide as-needed STAT and routine laboratory testing services, with STAT testing requiring a one-hour turnaround time and encompassing CPT codes between 80000 and 90000 plus any new or generic codes. The performance period spans from January 1, 2026, through December 31, 2030, divided into five one-year periods. Interested contractors who believe they qualify to provide these services must submit detailed documentation and relevant qualifications to Sarah.Otis@va.gov by December 12, 2025, at 3:00 PM EST to be considered for market research purposes. The government will evaluate responses to determine whether to proceed with the proposed sole source procurement or conduct a competitive procurement instead; however, the final determination to compete remains solely at the government's discretion. This submission is not a request for competitive proposals, and no formal solicitation document is currently available.
