About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 12, is seeking to procure dental waterline testing services through Solicitation 36C25226Q0146. The services include quarterly routine testing of dental unit waterlines at the Edward Hines, Jr. VA Hospital in Hines, Illinois, using the Heterotrophic Plate Count (HPC) Spread Plate Method. Contractors must be EPA-state certified drinking water testing laboratories; ISO accreditation alone does not satisfy the requirement. The solicitation emphasizes strict compliance with EPA Safe Drinking Water Act standards and VA Infection Control Standards for dental clinics. Quotes are due by January 5, 2026, at 3:00 PM CST, and only Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) verified in the Small Business Administration's database are eligible to compete.

This is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses with no incumbent contractor identified in the solicitation documents. The contract will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a five-year ordering period extending from February 1, 2026, through January 31, 2031, divided into five one-year priced periods. The contractor will perform 384 tests annually, consisting of 96 tests per quarter, in addition to non-routine testing performed upon request. Water samples may be collected only during normal working hours of 7:30 a.m. to 4:00 p.m. local time at the Hines VA Medical Center in Hines, Illinois. The contractor will be responsible for sample collection, laboratory analysis, and detailed reporting within specified timeframes as outlined in the Statement of Work.
