About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is conducting a Sources Sought Notice for Legionella and Dental Heterotrophic Plate Count (HPC) testing services at the Portland Veterans Affairs Health Care System. The procurement will involve quarterly testing of water samples from various buildings in Portland and Vancouver VA campuses, including hot water, cold water, mixed water, ice machines, showers, cooling towers, and dental facilities. The Reference Laboratory must provide testing services in compliance with all applicable federal, state, and local regulations, with specific attention to Legionella testing standards. This market research effort is designed to develop a procurement strategy for a Base Plus Four (4) contract under NAICS code 541380 for Testing Laboratories and Services, with a business size standard of $19M. Interested companies are required to submit capability statements and responses via email to Craig Brown (craig.brown7@va.gov) by 16:00 PM EST on March 21, 2025.

The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity. The testing requirements include 120 Legionella and HPC tests for water systems, 6 tests for cooling towers, and 160 tests for dental areas, with provisions for retesting positive samples. While no specific award value or budget range is mentioned, the contract will be structured as a base contract with four additional option years. The testing will cover water samples from specific buildings including Vancouver Buildings 1, 11, 12, 18, 25, and Portland Buildings 100, 105, and T51, with a focus on critical areas such as hot water systems, cold water systems, mixed water systems, ice machines, showers, cooling towers, and dental facilities. The VA emphasizes that this is a market research initiative and not a formal solicitation, with no guarantee of a future contract, and will not reimburse respondents for any costs associated with providing information.
