About this opportunity

The Department of Veterans Affairs Pittsburgh Healthcare System is seeking a contractor to provide onsite cytotechnologist services through a 5-year, firm-fixed-price indefinite-delivery/indefinite-quantity (ID-IQ) contract. The contractor must provide graduate-level cytotechnologists with active American Society of Clinical Pathology (ASCP) certification to perform pathology and laboratory services for VA beneficiaries. Key requirements include maintaining current certifications, completing mandatory annual training, adhering to infection control protocols, and meeting comprehensive medical record management standards. The government will evaluate quotations based on three factors: technical capability, past performance, and price, using a comparative evaluation process outlined in FAR 13.106-2(b)(3). However, this solicitation was ultimately cancelled on July 30, 2025, with the government determining that a bona fide need no longer exists for this requirement.

This acquisition was set aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under NAICS code 561320 with a small business size standard of $34.0 million. The contract would have operated with one full-time equivalent (FTE) cytotechnologist working 8 hours per day, 5 days per week, Monday through Friday from 8:00 AM to 4:30 PM, excluding federal holidays, totaling 2,080 hours annually. Services would have been performed entirely onsite at the VA Pittsburgh Healthcare System located at University Drive C, Pittsburgh, PA 15240. The contract period was planned to run from August 1, 2025, through July 31, 2030, with the work classified as 100% administrative duties and 0% direct patient care. The minimum and maximum contract values were listed as to-be-determined, with funding to be obligated through individual task orders issued against the base contract.
